going thru the course i guess im a day late and dollar short. they have moved that part of the code about terminating the withholding allegedly to 26 usc 3402 (f)(3) but no section exists and cornell he link takes you to westlaw and of course that is behind a pay wall
26 usc 3405 (b103) is where it points to 3402 (f)(3)
